NC 55 (McKinley Street) and NC 27 (Stewart Street) cross in the middle of town near Coats Heritage Square, home to the Coats Museum and Cotton Museum. The town was incorporated in 1905 and had about 2,150 residents in 2020; the 27521 ZIP has around 6,500.
A Harnett County town, not a Wake one
A lot changes when you cross out of Wake County. Water, sewer, permits and gas all run through different agencies than in Raleigh:
| Topic | Raleigh | Coats |
|---|---|---|
| Water | Raleigh Water | Town of Coats Public Works, buying Cape Fear River water from Harnett Regional Water |
| Sewer | Raleigh Water | Owned by Harnett County's utility per a 2018 county presentation |
| Permits | City of Raleigh | Harnett County Inspections, after a Town zoning permit |
| Gas | Enbridge Gas North Carolina | Piedmont Natural Gas territory (varies by street) |
The water
Coats Public Works doesn't treat water. It takes treated water through metered interconnections with Harnett Regional Water and sends it through about 29 miles of lines and two elevated tanks. The 2025 report lists both chlorine and chloramines as residuals and shows no violations. Lead and copper sampling that summer found neither detected at the 90th percentile and no homes over the action levels. The town has prepared a service line inventory; you can request it at 910-897-5183.
Addresses outside town in the 27521 ZIP may be on Harnett Regional Water or a private well.
Older homes
The median Coats home was built in 1978, against 1997 in Raleigh, and about 55% predate 1980. Expect older drain lines, supply pipe that may have been partly replaced, and fixtures and valves past their best years. Tell the plumber the home's approximate age; it changes what parts they bring.
Permits
Harnett County's Inspections department covers building and plumbing inspections in Coats through Central Permitting (910-893-7525, ext. 1). The county won't issue a permit until the Town of Coats grants a zoning permit. No backflow testing program was found for the town.
Gas safety
Harnett County is listed in Piedmont Natural Gas territory. If you notice a gas odor, leave the building and call 911 or Piedmont at 800-752-7504 from outside.
