Goldsboro treats its own Neuse River water, runs its own sewer plant, and issues its own permits, and much of its housing dates from the 1950s through the 1970s. The Wayne County seat
Goldsboro is the county seat of Wayne County, about 45 miles southeast of Raleigh in a straight line. It was founded in 1787 and grew as a railroad junction on the Neuse River. Seymour Johnson Air Force Base is here, along with Herman Park and the Waynesborough Historical Village. US 70, which carries the I-42 designation on the bypass, I-795 and US 117 all meet in or near the city. About 33,700 people lived in Goldsboro at the 2020 Census.
Water, sewer and permits in one place
| Topic | Goldsboro |
|---|---|
| Drinking water | City of Goldsboro plant on Jordan Blvd., treating Neuse River water; the Little River is a backup source |
| Disinfection | Chlorine and chloramines, per the 2025 water quality report |
| Wastewater | City of Goldsboro Water Reclamation Facility, discharging to the Neuse |
| Permits | City of Goldsboro Inspections, which covers the city and its one-mile ETJ; Wayne County handles most of the rest of the county |
The 2025 report found no homes over the lead or copper action levels and listed no violations. It also links to the City's service line inventory, which is worth checking if you're curious what your service pipe is made of. Outside the city, much of unincorporated Wayne County is served by Wayne Water Districts, which relies on wells, so if you live on the edge of town it's worth confirming which system you're on.
Mid-century houses
The median Goldsboro home was built in 1975, and about 59% were built before 1980. Houses from that era often have original drain lines and a water heater in a closet or garage that has been swapped out more than once. Common calls include drain clogs, leaking shutoff valves, toilet repairs and water heater replacement. A plumber can tell you whether a recurring problem points to one fixture or to aging pipe throughout the house.
Natural gas
Wayne County is in Piedmont Natural Gas territory, and whether a main reaches your street varies. Gas water heaters and furnaces are part of the work in town. If you ever smell gas, leave the house and call 911 or Piedmont at 800-752-7504 once you're outside.
What's different from Raleigh
Raleigh draws from Falls Lake, while Goldsboro draws from the Neuse downstream. The bigger practical difference is paperwork: inside Goldsboro or its ETJ, permits come from the City, not the county, so a plumber working here needs to know which office applies to your address.
