Lillington's backflow ordinance applies to every customer on Town water and requires devices on irrigation, fire suppression, pools and many commercial uses, tested at installation, after maintenance and every year by an NC-certified technician who reports to Public Works. How Lillington handles backflow
The Town of Lillington buys Cape Fear River water from Harnett Regional Water and distributes it, and its backflow ordinance covers all customers on the Town system. Devices are required for irrigation, fire suppression, swimming pools, schools, certain medical and dental offices, and commercial facilities, and the Town notes that list isn't exhaustive.
Tests are done at installation, after any maintenance, and once a year. The person testing must have passed a North Carolina approved certification course, and results go to Lillington Public Works. Lillington has two rules other towns often don't spell out. If you take a device off for winter, it must be retested when it goes back on. And a new connection installed without a device has 90 days after the meter goes in to return test data.
Lillington has grown fast: about 46% of homes were built in 2010 or later, so many irrigation and pool systems are recent. The Vandercroft and RiverBluff subdivisions are separate small Town water systems with their own state IDs, but they're still Town water. The Town won't work past the meter; the line from the meter box to the house, and any device on it, is a job for a private plumber hired by the owner.

Signs you need a plumber
- Your annual test date is close
- You pulled the device for winter and are ready to put it back
- A pool or new irrigation zone is being connected
- The device leaks or failed its last test
- Your home is outside town limits and you don't know whether you're on Town water or Harnett Regional Water
Seasonal notes
Lillington's retest-on-reinstall rule shapes the calendar. If you remove a device in the fall, plan for a test in spring before irrigation or pool filling starts. If you leave it in place, drain and insulate it. Either way, a spring visit catches freeze cracks before they become a leak.
